When setting up a new programme there are always some initial start-up costs. Over recent years, the UK Government has been able to assist some local authorities and partnerships through various grants but this sort of funding cannot be relied upon longer term. 

Before investing in anything new like KEEP, it is vital that commissioners know exactly what services are already being offered to foster and kinship carers, how much these services cost and what sorts of outcomes are being achieved. Only then can an informed decision be made about which is likely to be the best programme for your area.
